He added: ‘I understand that on some level, because the people who are paying their council tax are getting a smaller pension.

‘But from our point of view, because it has been made so difficult for these families, we are making it even more difficult for the families who cannot be part of the council.’

Mr Grayling insisted he was ‘not looking for political expediency’ in the move which he admitted would hurt the poor.

‘The council tax cut is not the only reason we need to be reforming the council tax system’, he said.

He added it would also mean cuts to council tax relief and the local authority income tax rates in England.

Tory peer Baroness Meryll Farrell said the latest Budget was’very significant’ but added it had left the door open to the change – despite the Government’s warning last month not to change the rules without unanimous agreement.

She said the decision had ‘hurt the poor’, adding: ‘We think that the people that can afford to pay more are often the very poor, those who are the least successful in life.

‘There is a lot of anger amongst the poor about their council tax relief, they feel that this cuts into their ability to live better lives for the rest of their 룰렛lives.’

Shadow chancellor John McDonnell said: ‘This is마사지 very difficult news for the council tax payer and also for pensioners and the public sector.

‘It will lead to further cuts in income tax relief, for example which will leave councils with a greater deficit in 2015-16 – which would take a lot more money from taxpayers in later years.’

The Independent understands there is ‘no clear path forward’ with the controversial council tax changes, after the Government is expected to announce the cuts in a Budget on March 25.

A council spokesman said: ‘Our approach remains to find a compromise to minimise the impact of our council tax changes, which are due in the budget this Friday but which are already having major impacts for the poor and communities of council tax-earning families on council estates.

‘We will provide further details and explanations of how changes to our tax system will affect the public services as the Budget measures move forward.
